Democracy Dispatches Demos August 13, 2002
SUMMARY Just before the start of the August recess, House and Senate negotiators each proposed new versions of their respective bills. In the process, the two sides came closer together, but important differences remain. For instance, the House bill now requires that any voter registration application include either the voters drivers license number or the last four digits of his or her social security number. The House version now matches the Senate bills identification requirement for first time voters, it also extends the measure further to include voters who are new to an election district, even if they had previously voted elsewhere in the state. At the same time, the new Senate bill now allows voters who do not have valid identification to sign an attestation of their identity instead, and requires election officials to notify voters of the identification requirements 14 days in advance of an election.
